Cable television systems operate throughout Kern County. The County administers those systems operating in the unincorporated areas only. Systems operating within city boundaries are administered by the respective cities. The County enters into franchise agreements with the cable television systems to permit use of public right-of-ways for cable facilities. Whether operating in city or county area, cable television systems are directly regulated by the Federal Communications Commission (FCC) and city and county administrative powers are determined and delegated by and through the FCC.
